SALARY: $40,200.25 per year
GENERAL:
This position is known as an “at will” appointment, that is filled by the County Treasurer. The incumbent for this position is selected/chosen by the County Treasurer as long as the position of Treasurer/Tax Claim Director is an appointment by the County Commissioners or an Elected Official position. Section 1620 rights asserted.
This position requires the First Deputy Treasurer/Tax Claim to oversee the daily operations of the office and staff, and to fulfill duties of Treasurer/Tax Claim Director in their absence. This is a full-time, non-union eligible position.

Education/skills required
- Education (Training):
- High school diploma, supplemented with general business courses
- Prior Banking experience a must
- Associates degree in business or business-related field preferred; or two years office management experience or any combination of training and experience that provides required knowledge, skills and abilities to successfully fulfill the requirements of this position.
- Skills (Abilities):
- Accurate computer and typing skills with experience using Microsoft Word, Excel, Access, and Windows.
- Experienced with using/creating/interpreting data in spreadsheets
- Ability to perform and understand various mathematical calculations and bookkeeping tasks
- Must have good attention to detail
- Ability to work under stress, and complete required tasks with multiple interruptions.
- Ability to work well as a leader of a team.

- Must learn and understand Tax Claim and Treasury software used by the County.
- Must have knowledge of and understand the Real Estate Tax Sale Law
Duties and Responsibilities:
- Provide coverage for the Treasury/Tax Claim Department in the absence of the Treasurer/Tax Claim Director
- Attend salary board and retirement board meetings
- Check signing
- Complete payroll transactions to ensure proper taxes and transfers are made in the Treasurer’s absence.
- Assist Treasurer/Tax Claim Director with:
- Collection of Hotel Tax
- Issuance of Small Games of Chance and Bingo licenses.
- Preparing tax sale files.
- Preparing and processing required department documents, forms, monthly reports and distribution.
Duties and Responsibilities continued:
- Ensure comprehensive accounting records are maintained in an organized manner.
- Monitor bank accounts for any suspicious activity and/or discrepancies.
- Approve departmental time sheets through TimeClock Plus
- Process monthly tax collector returns.
- Know all licensing requirements and manage accordingly for:
- Dog Licenses
- Hunting Licenses
- Fishing Licenses
- Small Games of Chance Licenses
- Bingo Licenses
- Special Firearm Permit
- Balance licensing accounts monthly and submit report to Treasurer for verification.
- Learn and execute the proper escheating process.
- Supervise 2nd Deputies and seasonal clerical staff.
- Provide supervision and managerial guidance to staff as directed to include: responding to departmental operational matters, addressing performance issues, and involvement in disciplinary matters as necessary.
- Verify daily work
- Assist with public and interoffice daily transactions when necessary.
- Assist in answering questions from public in person or by phone.
- Open Treasury/Tax Claim office each day for customers to be able to enter
- All other duties as required and/or assigned.
Physical Requirements:
- PHYSICAL DEMANDS, WORK ENVIRONMENT, AND OTHER REQUIRMENTS:
- May be required to reach with hands and arms; sit; stand, walk, run; talk and hear; use hands to finger, handle, or feel.
- May be required to lift/move in excess of 50 pounds.
- Must be able to sit for long periods throughout the work day, with occasional pushing, pulling, standing, walking, twisting, driving, reaching as necessary to carry out essential job functions.
- Requires coordinated dexterity of fingers/hands; feet/legs; torso as necessary to carry out essential work duties.
- Must be able to pay close attention to details and concentrate on work.
- Must possess ability to record, convey and present information, explain procedures and follow instructions.
Special Requirements:
- The applicant must pass the pre-employment required screening;
- background check with results indicating there is no record of criminal convictions;
- drug screen with negative results;
- providing documents as required by Homeland Security for the I-9 process
- The incumbent must meet and comply with Susquehanna County’s Employment Policies.
- The incumbent must be able to handle and understand the importance of handling confidential data, the disclosure of which is protected by law.
- Incumbent must provide supervision and managerial guidance to staff as directed to include: responding to departmental operational matters, addressing performance issues, and involvement in disciplinary matters as necessary.
- Must have valid driver's license.
