TITLE:                          FIRST DEPUTY TREASURER / TAX CLAIM
SALARY:                      GRADE 6 - $19.37 / HOUR
This position is known as "at will" appointment. The position is filled by the County Treasurer and is his / her choice as long as the position of Tax Claim Director is an appointment by Commissioners. Section 1620 rights asserted.
This position requires the First Deputy Treasurer / Tax Claim to oversee the daily operations of the office and staff and to fulfill the duties of Treasurer / Tax Claim Director in their absence. This is a Non-Union, Full-Time poition. 

Minimum Requirements:
  •  High school diploma, supplemented with general business courses
  • Associates degree in business or business -related fields is preferred, but not required
  • 2 years of office management experience or any combination of training and experience that provides required knowledge, skills and abilities to successfully fulfill the requirements of this position. 
  • Prior banking experience
  • Must have accurate computer and typing experience using Microsoft Word, Excel, Access, and Windows
  • Reliable transportation
  • Business casual attire

  • Must possess good communication and interpersonal skills both with peers and the public
  • The ability to learn County department and legal rules, procedures and practices as necessary within the department
  • The ability to maintain confidentiality in regard to client and County information and records
Duties and Responsibilities:
  • Open office and be prepared for the public
  • Supervise 2nd Deputies and seasonal clerical staff
  • Attend Salary Board and Retirement Board meetings in Treasurer's absence
  • Learn and understand Time Clock Plus to approve departmental time sheets
  • Ensure comprehensive accounting records are maintained in an organized manner
  • Assist Treasurer with the collection of Hotel Tax
  • Assist Treasurer with issuance of Small Games of Chance and Bingo licenses
  • Complete payroll transactions to ensure proper taxes and transfers are made in the Treasurer's absence
  • Check signing ability in the Treasurer's absence
  • Learn and understand both Tax Claim software and Treasury software
  • Verify daily work performed by 2nd Deputies
  • Assist 2nd Deputies with public and interoffice daily transactions when necessary
  • Assist in answering questions from public via in person or by phone
  • Monitor bank accounts for any suspicious activity and notify Treasurer if any discrepancies are found
  • Know all licensing requirements for: Dog licensing, Hunting licenses. Fishing licenses, Small Games of Chance licenses, Bingo licenses, and Special Firearm Permit
  • Learn and execute the proper escheating process
  • Balance licensing accounts monthly and provide reports to Treasurer for verification
  • Know and understand the Real Estate Tax Sale Law
  • Assist Tax Claim Director in the preparation of tax sale files
  • Assist Tax Claim Director in preparing and processing required departmental documents, forms, monthly reports and distribution
  • Process monthly tax collector returns
  • Assist Tax Claim Director in processing and balancing annual land returns from tax collectors
  • Asssits Tax Claim Director with bankruptcy documents and correspondence
  • Perform all other duties as assigned
Required Certification:
Physical Requirements:
  • Ability to sit and stand for long periods of time
  • Ability to lift up to 50lbs and climb ladders up to 8 feet
  • Ability to work well under pressure
  • Ability to multi-task
Special Requirements:
  •  The incumbent must have passed the Susquehanna County Background Check with no record of criminal convictions
  • The incumbent must meet and comply with Susquehanna County Employment Policies
  • The incumbent must be able to handle confidential data, the disclosure of which is protected by law
  • The incumbent must provide supervision and managerial guidance to staff as directed to include: responding to departmental operational matters, addressing performance issues, and involvement in disciplinary matters as necessary
