Susquehanna County Opioid Remediation Grant Application

As part of the $26 billion national settlement, which is intended to resolve several thousand lawsuits against drug manufacturer Johnson & Johnson, which is based in New Jersey, and the country’s three major pharmaceutical distributors: AmerisourceBergen, which is headquartered in Conshohocken, Texas-based McKesson, and Cardinal Health in Ohio, Susquehanna County will receive an allocation of funds. The companies have not admitted any wrongdoing under the settlement agreement and will make payments over 18 years.
The Pennsylvania Allocation is based on input from a Working Group of Local Government Stakeholders, Counsel and Treatment Community Voices and the allocation will be established as a Trust that cannot be amended later. The total dollars allocated to Pennsylvania is
$1,070,609,642 with 70% allocated to counties based on metrics i.e., overdose deaths, hospitalizations, naloxone administrations, and Morphine Milligram Equivalents (MME), 15% to Litigating Counties, Subdivisions, DAs, and Special Districts, and 15% controlled by the Legislature. However, $402,917.75 is currently available for expenditure in 2025.
85% of total funds on a nationwide basis must be utilized for opioid remediation. At least 70% of total monies on a nationwide basis must be utilized on forward-looking abatement rather than restitution. $150,000.00 will be given out in grants. Organizations can apply for grants to support projects and programs that provide abatement strategies and related services to local communities. Priority will be given to grantees utilizing the funding for projects and programs following core abatement strategies outlined in Appendix A, particularly as it relates to treatment and issues of staffing. $150,000.00 will be used for remediation and rehabilitation at the County level, through the Reentry Coalition efforts. The remaining funding will be used for additional public outreach programs such as billboards and advertising for services and abatement.

Emergency Rental Assistance Program (ERAP)
This program provides assistance to households that have experienced financial hardship and may be at risk for homelessness due to or during the pandemic. ERAP provides tenant households assistance with rental and utility costs to include arrearages and other related housing expenses. Visit www.compass.state.pa.us for more information.
Pennsylvania Homeowner Assistance Fund (PAHAF)
This program provides financial assistance to Pennsylvania homeowners who are facing financial hardship due to the Covid-19 pandemic. It provides financial assistance to homeowners for qualified mortgage and housing-related expenses to address delinquency and avoid default, foreclosure or displacement. The Low Income Home Energy Assistance Program (LIHEAP)
This program is administered by PA Department of Human Services and can provide payment directly to the utility company to help with heating bills or to help maintain or restore service. The program opened November 1, 2022. To apply, call 1-866-857-7095 or visit www.compass.state.pa.us.
The Dollar Energy Fund (DEF)
This is an emergency hardship fund designed to help customers who have suffered a recent financial hardship. It can provide payment directly to the utility company to help maintain or restore service. The fund began accepting applications on October 1, 2022.
